Is it necessary to use nitrogen blanketing for the toluene storage tank?

Regarding the tank design for toluene from a safety perspective, the design institute recommends the use of a floating roof along with nitrogen sealing. My question is: is nitrogen sealing really necessary? What pressure of nitrogen is appropriate? I would appreciate some guidance!
Generally, after installing an internal floating roof, a nitrogen seal is not required. Of course, using nitrogen sealing is a safer approach. For some materials, nitrogen sealing is also used primarily to prevent them from being contaminated by air.
A nitrogen seal is used in combination with a vent valve; under normal conditions, a certain pressure of nitrogen is maintained inside the tank. When liquid enters, the vent valve opens, and when liquid and gas exit, nitrogen enters to compensate for it
All the toluene storage tanks I have seen are equipped with nitrogen sealing. Under normal conditions, a certain nitrogen seal pressure is maintained; when the breather valve opens, nitrogen enters to make up for the loss.
Toluene is a flammable liquid with a flash point in Category 3.2; it is highly flammable, and for safety reasons, nitrogen blanketing is necessary
