Regarding the instantaneous pressure at the start-up of a pump or compressor

The safety valves on some of the filters in our plant (connected to pumps) and the separation tanks (connected to compressors) have not opened. According to my colleagues, this is because the pressure is very high momentarily when the pumps and compressors start up, and sometimes this pressure exceeds that of the safety valves, causing them to open. I would like to ask whether the startup of pumps or compressors can result in excessive pressure inside the tanks? Or are there other reasons that could cause the safety valve to overpressurize?
I’ve never heard of something like that. I’ve only heard that the starting voltage is high; I’ve never heard of high pressure either
