Can all the handheld units for the instruments be used?

Our company is now looking to purchase a protocol handheld device. I would like to ask whether such a handheld device can be used with any general-purpose instrument?
There are two different communication protocols used in the smart meters of various companies: one is the HART communication protocol, and the other is the DE communication protocol. The HART protocol superimposes digital signals on analog signals, allowing both to be transmitted simultaneously, whereas in the DE protocol, digital and analog signals are transmitted separately. Therefore, only smart meters that comply with the relevant protocols can communicate. For example, Fuji’s FXW and Yokogawa’s BT200 cannot communicate with each other, nor can they communicate with instruments that support the HART protocol.
