I don’t understand what the original poster means DCS can control the start and stop of the pump.
It depends on whether the pump you’re talking about is allowed to start automatically.....:(
Check if your wiring is incorrect and if there are any issues with the design.
This was likely designed with remote pump shutdown in emergency situations in mind; and to ensure safety, when starting the pump, an operator needs to be on site to verify that the conditions for startup are met before initiating the process, as well as to check the status of the pump after it starts.
Some pumps, such as centrifugal pumps, are not allowed to start automatically. This is because the valve at the pump outlet needs to be closed tightly to build up pressure before starting the centrifugal pump. The submersible pump can start automatically. For DCS, it’s fine either to shut it down or start it up
It is sufficient to create a DO point on the DCS; however, on-site confirmation of valves and other conditions may be required

The main purpose is to ensure safety; an emergency shutdown can be initiated via the DCS display in the control room. If maintenance workers or operators are repairing pumps or motors on site, an unexpected start-up inside could lead to accidents involving human life and equipment.
