Factory-level safety management systems may not be as detailed as those at the workshop level; typically, workshops have their own workshop-level safety management systems.
Of course, the workshop needs one; our workshop even has safety management systems for its teams.
Three levels of safety training: plant level, workshop level, and team level.
I think the workshop just needs to follow the factory-level safety management system, or it can also refine the factory-level safety management system further.
