In chemical plant tank areas that handle hazardous chemicals, consideration is generally given to the issue of transferring materials between storage tanks in the event of an accident; some plants use pumps for this purpose, while others lower safety collection tanks, among other methods. How were they designed? Is it sinking? Or?
Personally, I think a sunken design is better; of course, the cost might be a bit higher. Pumps are unreliable under extreme conditions. In the event of a system power failure, if no emergency power supply is available or such a supply does not function properly, it can lead to serious consequences; see the nuclear plant accidents in Japan.

The liquid safety discharge tank needs to be positioned lower so as to allow gravity flow; To reduce costs, gas safety tanks can be installed on the ground level.
In our facility’s tank area, the propylene tanks, LPG tanks, ethylene tanks, and gasoline tanks all use pumps for transferring liquids between them. I don’t know if there are any other good methods. Haven’t used it.

Is the poster referring to the emergency storage tank for accidents? Such storage tanks tend to sink, and they must be built regardless of the high cost. During thunderstorm seasons, when there is no electricity, the contents flow into the emergency tank due to gravity; otherwise, where would the hazardous chemicals go? If the pressure and heat generated by equipment such as reactors and distillation towers cannot be released, catastrophic disasters may occur. Personally, I think this money cannot be spared.
