The most likely explanations are a slightly high zero point, or a too short travel distance of the locator.
If the air supply signal is guaranteed, most pneumatic control valves can achieve this goal; all that is needed is to adjust the positioner
For a gas shut-off valve, the ability to close it completely indicates that the pressure of the gas supply is sufficient. If it cannot be opened fully, the most likely reason is that the travel distance hasn’t been set properly; the positioner needs to be adjusted again.
OP, adjust the locator again!! Also check whether the pressure relief valve is damaged – the air supply pressure is too high! !
