It shouldn’t, but polymerization may occur in the liquid phase in the absence of an inhibitor
It mainly depends on the moisture content; the higher the moisture content, the easier it is to undergo polymerization. In the vapor phase, there are no inhibitors, so when the moisture content is high, polymerization occurs easily once condensation takes place
