The qualification for equipment engineering supervision agencies is issued by the National Development and Reform Commission, while the qualification for construction project supervision agencies is issued by the Ministry of Construction. Whether an agency with qualifications in equipment engineering supervision can also carry out supervision work for plant construction projects depends on reviews conducted by local safety management authorities, among other factors. Our unit is facing this issue now, and we hope everyone can discuss it; there are respective regulatory guidelines for this, namely GBT50319-2000 Code for Supervision of Construction Projects and GBT26429-2010 Code for Supervision of Equipment Projects.

Plant engineering supervision covers: pile foundation work, structural engineering, heavy lifting, equipment installation, pipeline installation, electrical installation, instrument installation, insulation and corrosion protection, commissioning organization, and final acceptance. Engineering supervision involves comprehensive control and management of the quality, HSE, cost, and schedule of construction projects. All communication activities related to the construction contract between the project owner and the contractor must be managed by the engineering supervision agency. The scope of supervision by the equipment supervision unit includes: supervising the equipment manufacturing process in accordance with the equipment supervision contract and the equipment ordering contract.

Additionally, regarding the comparison between ironworking and concrete work mentioned above: currently, the market value of a supervision certificate issued by the Ministry of Construction is significantly higher than that of a equipment supervision certificate issued by the General Administration of Quality Supervision. Equipment supervision and project supervision should be two distinct concepts; furthermore, the scope of business described in the two qualification certificates can be compared
