Why is a safety valve installed on the outlet pipeline of the burner cooling water at Texaco?

I have a question regarding safety valves.
It is for the purpose of protecting the burner; if the flow rate of the cooling water to the burner drops to a certain level, the gasification furnace will shut down automatically as a safety measure. To prevent accidents caused by pressure buildup in the outlet pipeline, safety valves are installed at the point on that pipeline that is closest to the burner.
I think it’s not for that reason, but rather to ensure that in the event the cooling water is accidentally turned off or interrupted, the water inside the pipes will heat up rapidly, causing overpressure in the cooling water pipes and leading to damage; that’s why safety valves are installed.
