Seeking expert advice: How is it generally defined for steam pipeline transportation?

We have our own thermal power plant, which supplies steam at 3.0 MPa to our workshop. There is a DN250mm valve inside our plant where the DN250mm pipeline leads in; the pipeline downstream of that valve definitely belongs to our section. We would like to ask whether this valve, located within our plant, also belongs to us or to the captive power plant Are there any standards to refer to? Thank you.
Under the principle of territorial jurisdiction, it falls under your responsibility for management; generally, the person who uses it is responsible for its management. I’m not sure whether you and the self-owned thermal power plant are the same entity – it depends on the regulations set by the management
It depends on where your flow meter is installed – in front of the valve or behind it. If it’s in front of the valve, you can ask them to handle it; if it’s behind the valve, it’s usually managed by you yourself
