How to convert a pressure of 100KPa to a pressure of 25KPa

There is a main pipeline for the raw gas, with a pressure of 100 KPa. One branch carries the gas at 100 KPa, while another branch needs to supply a system that requires a pressure of 25 KPa. Is there any better solution besides using a control valve?
Could we consider an orifice plate?
The flow-limiting orifice plate can only roughly reduce the pressure to 25 KPa. It depends on what purpose this 25 KPa level serves. If the pressure remains relatively stable thereafter, a pressure regulator should be used. If the requirements are not high, an orifice plate can be used. But
