How do systems encourage and guide workers and technicians to fulfill their roles?

Once workers become technicians, it is inevitable that they may become complacent, and sometimes they fail to fulfill the exemplary role expected of a technician. How can enterprises use systems to supervise and guide technicians, so that they can fulfill their roles to the best of their ability in all aspects? Avoid the situation where, after hiring technicians, they are not effectively managed or utilized.
Strengthen the training of technicians so that they understand that 100% competence combined with a 100% positive attitude equals 100% performance, thereby cultivating talents with both moral integrity and professional skills.
The key lies in the personnel system; the technicians in our company basically can’t put forward their own opinions
So what should we do? Fire? Or other ways? It’s useless just to identify problems; what matters is finding ways to solve them.
