A question regarding the use of specialty-grade fasteners at low temperatures

Recently, upon reviewing the flange manual, I noticed a clause after the table of mechanical property requirements for fastener materials of special grade; it relates to the use of such fasteners in low-temperature environments. It states that 35CrMo fasteners intended for use at temperatures below -20°C must undergo low-temperature V-notch impact tests at the design temperature. Requirements that are so highly specialized like this don’t need to be included in the construction drawing design documents, right?
No, during design, only the material for the fasteners is specified! The specific technical requirements are those specified in the technical attachments at the time of purchase
