Seeking help to remove rust from the inner wall of pipes

I saw a statement saying that the inner surface of carbon steel pipes needs to be descaled. I’m looking for the specific source, the standards, and whether this is mandatory. I checked sh3022, but it didn’t mention the inner wall; thank you all.
What medium is used inside? If it is intended for use in compressors and turbines, this step is necessary; steam purging can be employed to remove rust.

First remove the rust, then passivate it, and that’s it, hehehe
Tap, then purge – a crude method, but it works too
