Which pressure vessel doesn’t require pipes? Why are pipes still needed even if one has a vessel operation certificate?

I really can’t figure out why such a requirement exists; experts, please discuss this thoroughly... It would be great if there were some legal basis for it. Thank you.....
I’m not sure exactly why either; I have doubts about this as well. All I know is that it is indeed separated in the process of collecting evidence.

The \"Measures for the Supervision and Management of Personnel Working with Special Equipment\" – as stipulated in Document No. 140 issued by the General Administration of Quality Supervision, Inspection and Quarantine – states in Article 2 that \"Personnel who work with special equipment such as boilers, pressure vessels (including gas cylinders), pressure pipelines, elevators, lifting machinery, passenger cableways, large-scale amusement facilities, and specialized motor vehicles used within factories or sites, as well as the relevant management personnel, are collectively referred to as personnel working with special equipment.\" The list of job types and tasks for operators of special equipment is uniformly issued by the **General Administration of Quality Supervision, Inspection and Quarantine. Persons engaged in work with special equipment must, in accordance with the provisions of these measures, pass an assessment to obtain a \"Special Equipment Operator Certificate\" before they can carry out the corresponding work or take on management responsibilities. ”
Gas cylinders are considered pressure vessels, but they don’t have pipes; large pipes are also a type of pressure vessel
