The bottom pump sometimes runs and sometimes does not (extra points)

At the bottom of the tower, there is a transfer pump (the motor is not activated after modification); the liquid medium is pushed out by the pressure generated by the tower itself. The liquid passes through the pump, but sometimes the pump does not rotate while at other times it does. Could someone with expertise explain why the pump rotates sometimes and not at other times? Thank you
Without starting the motor, delivery is achieved through the pressure in the tower; when the flow rate is high, it drives the impeller of the pump to rotate, while when the flow rate is low or zero, the impeller does not rotate. It is possible to closely observe the relationship between changes in flow rate and the rotation of the pump impeller
The pump rotates when the delivery volume is high, and it should not rotate when the volume is low； It is also likely related to the pressure in the tower; it rotates when the pressure is high and does not rotate when the pressure is low.
