Is the water seal of the drain pipe for the gas tank’s water seal an open-type or a closed-type tank?

Gas tanks are equipped with a front water seal and a rear water seal. A drain pipe is installed at the bottom of each water seal. To prevent gas from escaping through this drain pipe, another water seal is placed over it to contain any excess fluid. Is this additional water seal open or closed? Thank you all.
