How to deal with a stuck gas holder

Our plant’s gas holder first got stuck and then derailed, and tilted while descending. I don’t know the proper procedure!
Spiral type? It can be changed to a vertical lifting type. It’s difficult to deal with when it derails
It should be the reverse operation. If it gets stuck while going up, some air can be released; if it gets stuck while going down, some air can be added, but reduce the amount of air inflated if bubbles appear in the water jacket. Handle it at a time of balance. If prying at the stuck side doesn’t work, the guide wheel must be removed, adjusted, and then reinstalled.
