Problems with heat exchangers

In some heat exchangers, the arrows are angled 45 degrees downward, indicating that steam is used for heat exchange with flow from top to bottom; in other heat exchangers, the arrows are angled 45 degrees upward, indicating that cooling water is used for heat exchange with flow from bottom to top. Still in other cases, the arrows are parallel, running from left to right or from right to left. How can this be explained?
It refers to the PFD, right? For steam heat exchange, the latent heat of vaporization of steam is utilized; since there is a phase change, the flow direction is downward. In the case of water heat exchange, the flow is upward in order to fill the entire heat exchanger
