Is filling finished products into a tank truck considered working at height?

This year, the company was filling finished products into vehicles, and due to the swinging force of the pipes, someone almost fell to the ground. How should this be managed? Should it be treated as high-altitude work?

According to the provisions of \"Classification of Work at Heights\" (GB/T 3608-2008), any work carried out at a height of 2 meters or more above the reference level for potential falls is considered work at heights. Fall prevention measures such as safety belts and protective nets should be taken.
For work at heights, and for long-term loading and unloading operations, loading and unloading stations should be installed； For temporary situations, scaffolding can be set up to allow one to climb to the top of the tank, after which a safety belt should be worn and fastened securely.
