Is an eccentric pump also known as a sliding vane pump? Why are eccentric pumps not afraid of running dry?

An eccentric pump is not the same as a sliding vane pump. A sliding vane pump operates by utilizing the vanes on an eccentric rotor that extend and contract as it rotates, thereby creating a chamber with a changing volume within the pump casing. It should be noted that the eccentricity of the rotor is relative to the inner circle of the pump casing; in reality, the shape of the rotor itself is not eccentric with respect to its axis of rotation. On the other hand, an eccentric pump works by having the rotating eccentric rotor together with an internal sealing sleeve act on the inner circle of the pump casing to form a chamber whose volume changes over time. In this case, the axis of rotation of the eccentric rotor actually coincides with the centerline of the inner circle of the pump casing, while it is the shape of the rotor that causes eccentricity. In general, a sliding vane pump is more similar to a reciprocating pump or a gear pump, whereas an eccentric pump is more similar to a single-screw pump. Does this make sense to you? As for the claim that an eccentric pump can operate without issue when running dry, it’s because there is a flexible sealing sleeve between the rotor and the casing, so friction isn’t very significant.
