Regarding boiler energy efficiency testing and fees

Last week, we received a notice from the local inspection agency stating that energy efficiency tests were required to be conducted on several of our steam boilers. The relevant regulations for this are the \"TSG G0002-2010 Regulations on the Technical Supervision and Management of Boiler Energy Efficiency\" and the \"GBT 10180-2003 Test Procedures for the Thermal Performance of Industrial Boilers\". However, what’s problematic is that the relevant authorities have not established specific charging standards; therefore, fees have to be set according to the standards determined by the local inspection agency – in other words, it’s up to them to decide the prices. We were charged almost 200,000 yuan for those 3 boilers – that’s really unfair! I wonder what the situation is like in other places?
In the Guangdong region, there are at least seven or eight companies qualified to conduct boiler efficiency tests. The charging rate depends on the size of the boiler: for those with a capacity of less than 10 tons, a rapid test can be carried out, at a cost of around 10,000 yuan per test. For boilers with a capacity over 10 tons, the fee is calculated based on the tonnage. Our three boilers have a total capacity of 71 steam tons, and we were charged 71,000 yuan in total :)
A quick test is available, and the cost for it is half that of a full test. For your 3 boilers with a total capacity of 71 steam tons, the fee was 71,000 yuan. Our 3 boilers each have a minimum capacity of 70 tons; no wonder the cost is 200,000 yuan. It really is a market economy at work!
The year before last, it cost us around 50,000 yuan to conduct an energy efficiency test on our 15-ton boiler; the testing was carried out by the local provincial boiler inspection agency.
Save energy and reduce emissions – find an excuse to make money. In these times, that’s how the relevant authorities implement **policies**.

I work at a boiler inspection agency; the fee for energy efficiency testing is determined based on the tests that need to be carried out. Generally, a simple test for a 10-ton boiler costs around 7,000 yuan, and it seems to me that your fees are on the high side.
