To meet the actual needs of small and medium-sized enterprises in terms of safety production management, and in line with the relevant provisions of the \"Decision of the State Council on Further Strengthening Safety Production Work,\" the Ministry of Human Resources and Social Security and the **State Administration for Work Safety have decided to introduce an assistant level qualification within the system of registered safety engineers. The relevant information is as follows: 1. Level names and scope of application. The title for the assistant-level qualification introduced in the registered safety engineer system is “Registered Assistant Safety Engineer”. Only those who have obtained the qualification certificate for registered assistant safety engineers and are registered can work as such, undertaking safety production management or safety production technical tasks in small and medium-sized enterprises. Registered assistant safety engineers can also assist registered safety engineers in large enterprises with relevant tasks. II. Evaluation methods and subject setup. The personnel administration departments and work safety supervision and management departments of various provinces, autonomous regions, and municipalities directly under the Central Government organize the formulation of examination questions and conduct local examinations in accordance with the requirements of the unified national examination syllabus for certified assistant safety engineers. The registration exam for assistant safety engineers consists of two subjects: \"Laws and Regulations on Work Safety\" and \"Work Safety Practice and Case Analysis\". III. Validity of Certificates and Registration Management. Those who pass the examination for Certified Assistant Safety Engineer are issued a \"Certification of Certified Assistant Safety Engineer of the People’s Republic of China\", stamped by both the personnel administration departments and the work safety supervision and management departments of each province, autonomous region, and municipality directly under the Central Government; this certificate is valid within the corresponding administrative region. The work safety supervision and management departments of various provinces, autonomous regions, and municipalities directly under the Central Government are responsible for the registration process for assistant safety engineer qualifications, and they issue the \"Practice Certificate for Registered Assistant Safety Engineers of the People’s Republic of China\". Each year, information on the results of the registration examination for assistant safety engineers as well as details on the registered holders are submitted to the Ministry of Human Resources and Social Security and the **State Administration of Work Safety for record-keeping. IV. Organization of implementation and relevant requirements. The registration process for the Assistant Safety Engineer qualification exam must be carried out in strict accordance with the relevant rules and regulations governing such exams, with attention paid to confidentiality and conflict-of-interest protocols, to ensure that the exams proceed in a safe and orderly manner. I really can’t see any practical significance to it; on the contrary, the more I look at it, the more confused I get. I have no idea what a registered assistant safety engineer is supposed to do. What’s the actual difference between having this certificate and not having it?
I’ve never seen a registered assistant safety engineer before; when was that? Was it established when it was difficult to become an engineer in the past? This file is almost three years old now!

It was said a long time ago that the safety certification should include an assistant-level position; if the main safety certification is useless, then what use is an assistant certification...
