The pressure at which the shell of a PN16 soft-sealed butterfly valve loses its strength is 24 bar. Is leakage at the contact surface between the butterfly valve and the flange permissible under such conditions? Are there any standards?

Under specified conditions, valves will not leak as long as they are installed correctly. Note that some butterfly valves have a directionality, and leakage may occur if they are installed in the wrong direction.
