Why isn’t there a reinforced guard plate on the manhole of the vacuum tower?

We had a Φ1400 pressure reduction tower custom-made. We noticed that no reinforcing plates were welded to the manholes of the tower; was it not necessary to do so, or was it a case of missed welding?
It should be necessary, right? I hope someone with expertise in pressure vessels can answer this question; it would be great if they could cite or refer to the relevant standards!
It depends on to what extent stress reduction is needed. Generally, there are trays or support rings inside the pressure relief tower, which already serve to provide reinforcement; therefore, in most cases no further reinforcement is necessary
It’s not absolutely necessary; it needs to be determined through calculations, and there are many factors that affect the wall thickness of the tower. Some are determined by internal pressure, some by external pressure, some by wind pressure and **loads, etc
