Liquifying first and then gasifying can improve the purity of chlorine; whether this step is necessary depends on the user’s requirements – if the standards are not high, chlorine can be delivered in its original form directly. In downstream processes, there are certainly times when the load needs to be adjusted or when operations start up or stop; the impact of these uncertainties requires that appropriate countermeasures be taken based on the actual conditions of one’s own factory. Maintain a proper chlorine balance.
Primarily, chlorine-based products used downstream have high requirements regarding the quality (purity) of chlorine, and only by vaporizing liquid chlorine can such purity standards be met. The liquid chlorine vaporization process should be equipped with a sufficiently large chlorine buffer tank, which can help mitigate fluctuations in the process parameters at the vaporization unit caused by issues in subsequent systems. (Of course, if the subsequent system stops, the vaporization unit can also only stop.)

As for the situation where subsequent processes have to stop and you have to stop as well, there’s nothing you can do about it. Your boss is much more anxious than you are, and the workers involved in those subsequent processes are even busier than you. If the shutdown of your process affects the previous process, then you can suggest to management that the capacity of the liquid chlorine storage tank be increased!
