Regarding the power outage duration at unattended substations

I would like to ask everyone: for the small substation used for 10kV (6kV) power supply in your factories, is it usually unattended or manned? If it is operated unattended, when calculating the capacity of the DC power batteries, should an accident power outage duration of 1 hour or 2 hours be used? According to DL/T5044, the time required for unattended substations should be 2 hours. This is because it is difficult to handle emergencies in such substations immediately, and it can take up to an hour for staff to arrive at the scene after an accident is detected. However, in factories, the distribution substations are usually located relatively close to the main control room; I don’t think it’s necessary to adhere to a 2-hour timeframe. Please share your opinions and criticisms!
Theoretically, it can be done in one hour, but in practice it will likely take more than an hour; the design includes some margin for safety. Internal power supply should work fine; if there’s a power outage of two hours, that would be a serious problem.
