Is the floor area ratio calculated for chemical production facilities?

According to Article A.4.1 of GB50489-2009 \"Code for General Layout and Transportation Design of Chemical Enterprises\", the factory floor area ratio = total area of buildings and structures used in the calculations / area of the factory site. Chemical production facilities are considered structures, and their floor area ratio should be calculated. The above opinions are for reference only.
For example, how should the floor area ratio be calculated for a chemical production facility with 4 floors (3/3/4/3)? Should it be calculated based on 4 layers?
Count the number of layers as there are; the design institute provides a detailed list for this during factory design.
