The crude oil will mainly come from the Middle East, including Kuwait. Speaking to Reuters during a break at the National People’s Congress and the Chinese People’s Political Consultative Conference, he said that a long-term oil supply agreement has been signed with Kuwait, and no new investment partners have yet been sought for the refinery. “Since it’s still under construction, we don’t want things to get too complicated,” Liu admitted.
