Is your air pre-cooling system of open loop or closed loop?
The liquid level in the middle of the air-cooled tower is there to recover a portion of the chilled water, that is, the desalinated water, that comes from the upper spraying. In fact, there’s no need to pay too much attention to the liquid level in the upper section; it’s merely a means of saving energy and reducing emissions

It is a central cylinder that recycles the cooling water flowing downward from the top, with the aim of saving energy and enabling reuse
In our pre-cooling system here, the water-cooled tower operates on a closed-loop basis; the air-cooled tower has a central tube in its middle, and there is a liquid level measurement point at that central tube
The level gauge in the middle of the air-cooled tower with a closed-loop system is used to measure the level of the chilled water; this water is part of the internal dead loop and can be considered to have no losses (although in reality there are losses).
I’m not keeping up with the times; I’ve never seen a central level gauge before. I hope to be able to see one in person for reference
It should be a pre-cooling system with central recirculation, generally used in areas with poor water quality.
