Site selection for PVC plants

Currently, the country is facing overcapacity, which has led to PVC factories moving inland on a large scale. Regions rich in resources such as Xinjiang, Inner Mongolia, and Gansu are the preferred locations. Does anyone know which places would be relatively better choices for locating such factories?
These places all suffer from water shortages but have abundant limestone resources; overall, Xinjiang is in a better situation.
This should be related to **’s macro-control; policies regarding ** are certainly given considerable importance by the relevant enterprises!
I’ve seen some information about the Northwest region; although it is rich in resources, it has one problem――a lack of water. Whether it’s policy or not, it’s still too far removed from the market. Personally, I think Xinjiang is better, because firstly, there are favorable policies in place there; secondly, it has abundant resources; and thirdly, apart from transportation issues (which are practically non-existent nowadays), the pressures related to safety and environmental protection are relatively low.
Xinjiang’s resource advantages can offset the costs of transportation.
Wuhai is good too; it has no shortage of resources or water
Wuhai, by the Yellow River. . . . . . . . . .
In these places, employee salaries might be a bit higher!
The Wuhai-Ordos region will become China’s largest PVC production base in the next 3 years, which means that Inner Mongolia will surpass Xinjiang and Shandong to become the leading province in PVC production.
I think it would be better for you to sell the factory and do something else.
