Why spin idly? It’s not a fan. . . It depends on its structure; pumps with double-ended mechanical seals and cooling water can run without issue even when idle, but other types need cooling or lubricating fluids in order to operate without load. The vacuum pump can run idle. Pumps for transporting liquids basically cannot operate at idle. Peristaltic pumps can allow short periods of idling.

What does the author mean by idling? No liquid operation? I personally have not heard of any pump that can operate without liquid. Only some pumps can transport both gas and liquid, such as certain positive displacement pumps, vortex pumps, hose pumps, etc.
