Bypass issue in front of the three-way control valve of the heat exchanger

One of the company’s heat exchangers uses heat transfer oil to heat light oil; there is a three-way control valve on the heat transfer oil pipeline to regulate the temperature. So why is a bypass added in front of this three-way control valve?
The main consideration is to use a bypass in case the temperature control valve fails, thereby taking the temperature control valve out of service without having to stop the operation. It serves the same purpose as a bypass for the control valve.
