Do they relate to the scale of the drawing frame, or rather to the scale applied within that frame?

That ratio refers to the scale of the drawing frame; for example, a scale of 1:100 means that an original A1 drawing frame is enlarged by 100 times – that is, 841*594 becomes 84100*59400. The drawing scale within this frame is 1:1, meaning that 1 meter in real life corresponds to 1000 mm on the diagram.
Simply put, before drawing, if you plan to use a 1:100 scale, you first enlarge the drawing frame by 100 times; enter the appropriate values for the other dimensions. When printing, select the correct paper size for the frame and enter a scale of 1:100. In this way, the resulting drawing will be at a 1:100 scale, with 1 centimeter in the drawing corresponding to 1 meter in reality.
There are two methods; it depends on which one is more convenient for you to use when drawing. One method is to draw the diagram at actual size, by enlarging the standard drawing frame by 50 times, 100 times, etc ; Another method is to keep the drawing frame unchanged and scale down the image proportionally; when measuring the dimensions of a CAD drawing, it is necessary to multiply the dimensions obtained from CAD by the scale factor indicated on the drawing to get the actual size of the image. The drawings produced by these two methods have the same quality. Choosing any method is mainly for the convenience of drawing. In CAD, the annotation scale is a setting that is saved along with the model space, layout viewports, and model views. When annotative objects are added to the drawing, they will respect the current annotation scale, be scaled according to that setting, and appear in model space at the correct size automatically
