In frame steel structures, which beams are the load-bearing beams?

The inspection requirements for H-shaped steel structural frames specify that load-bearing beams should have first-class welds, with 100% UT testing. I would like to ask whether only beams equipped with such devices are considered load-bearing beams? Are all main girders also considered load-bearing beams?
All primary beams and secondary beams are load-bearing beams, as there are not only equipment loads but also wind loads and live loads. Therefore, when lap welding beams is performed, inspection is carried out according to the standards for first-class welds
