Questions regarding registration for chemical engineering engineers

I would like to ask fellow sailors: for those with a background in chemistry engineering who are teaching at schools, can they register as chemical engineers at their schools, or must they do it at a design institute?
It was possible before, but since last year, we here in Shandong can no longer register; it’s necessary to use a design firm with the appropriate qualifications to handle the registration. There must be design firms in your area as well, so registering shouldn’t be a problem
