How is the use of gas calculated in chemical enterprises?

Are there any regulations regarding the use of this gas? Is its use in chemical plants considered industrial or domestic use? I’m referring to its use in canteens.
Canteens are meant for civilian use, right? For non-productive purposes. For example, in the case of liquefied gas cylinders, the distance from them to cooking stoves should be no less than 1 meter; if they are used for welding, the distance from open flames must be no less than 10 meters.
