It seems that there are no strict regulations in the guidelines regarding whether employee dormitory buildings can be built within chemical plants. The Building Code only stipulates that employee dormitories cannot be built in factories and warehouses, while the chemical industry regulations set fire safety requirements regarding the distance that chemical plants must maintain from residential areas. But in my opinion, the employee dormitory buildings within factories should not be considered part of residential areas. Moreover, many chemical manufacturing facilities are located in industrial parks, far away from urban areas; it would be impractical to build employee dormitories for each factory in the urban area. But if employee dormitories are specified in the overall layout plan, many local departments will refuse to approve it during the approval process. Many design firms resort to giving the employee dormitory buildings different names (such as comprehensive buildings, shift worker dormitories, office buildings, etc.), and then indicating elsewhere that the comprehensive building contains research laboratories, maintenance rooms, employee dormitories, etc. In this way, the construction can be approved. However, when arranging the staff dormitories in chemical plants, they should be placed as far away as possible from the production areas (as far away as possible from all areas that could pose a risk to human health), and ideally in the upwind area of the wind patterns that occur most frequently.
