I graduated with a bachelor’s degree in applied chemistry in June 2009. Can I take the exam to become a registered chemical engineer in September 2012?

Basic courses can be taken as exams, but it seems that to take the exams related to the specialty one needs to be working in chemical engineering design

Could some experienced colleague please advise me? Is it necessary to pass both the basic and specialized exams in order to obtain the qualification as a registered chemical engineer, or is it sufficient to pass only the basic exam?
The validity period of the basic exam is unlimited, but to obtain the certificate one must pass the professional exam, and the most difficult part is the professional exam 1
