Understanding of pipeline leakage tests

According to Article 8.6.6 of GB 50235-2010 regarding gas leakage tests: Pipelines that transport extremely hazardous and highly hazardous media, as well as flammable media, must undergo leakage tests. What exactly is meant by the objects subject to these leakage tests? Is a leak test required if either of those conditions is met, or is it only applicable to flammable media that are extremely or highly hazardous? For example: Do combustible media with moderate or low hazard levels require leakage tests?
My assumption is as follows: Pipes that transport extremely hazardous media must undergo leak testing; pipes that transport highly hazardous media must undergo leak testing; pipes that transport flammable media must undergo leak testing. It should be an either/or situation – if it falls under any of these categories, then leak testing is required.
