Pipe diameter selection issue

I would like to ask everyone: How should I choose pipes for the natural flow of liquids? There are no specific requirements regarding the flow rate, but it shouldn’t be too slow either. Are there then no requirements regarding the pipe diameter? Are there other factors that need to be taken into consideration? Please advise!
For steel pipes, the maximum design flow velocity is 10 m/s to prevent erosion of the pipe; the minimum design flow velocity is 0.6 m/s when the pipe is not at full flow； At full flow, it is 0.75 m/s to prevent pipe blockage; then the pipe diameter is selected by taking into account natural conditions and economic factors
