What constitutes bad information for Hai Chuan?

I came across a good article online and wanted to share it on Haichuan. It is about food hygiene and safety management; people keep saying there are problematic elements in it, but after reviewing it 10 times I couldn’t find any such issues. I’ve encountered such situations occasionally before; isn’t the screening of inappropriate content on Haichuan a bit too strict? . .
