The positions of the ground switch, isolating switch, and circuit breaker in the primary wiring diagram of the power system

In the schematic diagram of the primary power system (220kV system), it is generally the case that: ① there is a disconnect switch on each side of each circuit breaker, and ② ground switches should be present on both sides of each circuit breaker and disconnect switch. (Apart from the busbar-side isolator) Is my understanding correct?
It should be the isolating switch first, the grounding switch in the middle (with upper and lower grounding contacts), and the circuit breaker last. Because the sequence for power outage is to first turn off the circuit breaker, then pull the isolating switch, and finally close the grounding switch.
