Problem: Hydraulic angle valve will not operate

The hydraulic angle valve would not operate, but after swapping the inlet and outlet ports of the hydraulic cylinder, the valve functioned properly. It becomes an open valve. And we require valves to be always closed! Solve! Thank you so much:(
Was it like this from the start, or did it become this after some time?
It worked last year, after it was tuned up, but then it stopped working; after one winter, it ended up in this state.
