It’s unclear whether it is the tendering party aiming to save time, or whether it is the staff members trying to demonstrate their competence to their supervisors, but the tender documents have to be released before holidays. Well, on the afternoon of April 28 this year, the tender documents were sent out without any warning. Those of us responsible for submitting bids spent another happy May Day holiday – it was indeed hard work, as we had to work three extra days; all the travel plans that had been made had to be canceled. The tickets for transportation and hotels that could be refunded were refunded, while those that couldn’t be refunded meant we had to accept our loss. I’ve been involved in bidding processes for several years now, and this kind of situation happens frequently – tender documents keep appearing right before holidays. The bidding announcement is up for over 20 days – do you really have to prepare the bid during the holidays? Your company isn’t human-centered at all.

Dude, the tendering party is unreasonable – who gives that much time as required? Ten or eight days would already be good enough. It’s still a quote based on the bill of quantities, and we need to get quotes for equipment and materials as well; it’s impossible to finish this without working overtime.
Projects that require investments in the hundreds of millions often come with quotes based on bill of quantities, and just obtaining quotes for the materials alone can take several days.
For a project bid our company undertook, the cost alone for binding the documents was several hundred dollars. We worked hard to finish everything ready for the bid, and several of us went together. When it came time to open the bids, we were shocked – there were only three people from the bidding party. They asked us to state our prices and answer any questions. After waiting for a long time, they finally spoke up and asked, “Do you have anything else to say? If not, you can go now.” It almost made us angry to the point of vomiting; just the travel expenses for this trip amounted to tens of thousands of dollars, and we returned home with nothing achieved. . . .
