I think generally, “independent development” is used as a contrast to “importing from abroad”; wouldn’t it be better to use “developed on one’s own”? Here, to express “independent implementation,” we can simply replace “developed” with “implemented.” As far as I understand it, “autonomous” implies self-governance or self-determination, referring to the ability to make decisions or take actions independently without being constrained by external forces, which has a slight difference from the meaning of “independent” in this context.
