Manufacturers of explosion-proof enclosures can only issue certification documents for those enclosures; to get overall certification, all the electrical components must also have explosion-proof certification.
These are clearly two different products. The explosion-proof enclosure manufacturers only obtain certificates for the empty shell, and these do not include the electrical components inside it. You buy it, put things inside it, and connect the wires; in terms of structure and function, it is no longer the same as the original hole cover, so it needs to be re-certified. You can think about it the other way around too: if that were possible, everyone would start producing flameproof enclosures, as they would be universal solutions.
