Before initiating a project, a feasibility study report must be prepared to assess from various perspectives whether the project is viable and to identify the favorable and unfavorable factors, before a decision can be made regarding its initiation； After the project is approved, a safety pre-assessment of the construction project must be carried out. Once this pre-assessment is complete, a qualified safety production service agency will conduct a \"safety facility design\" based on the potential hazards identified in the assessment report. After the design is finished, a separate document detailing the safety facility design will be prepared. Of course, after the construction is completed, an evaluation to assess the actual effectiveness of these safety measures is also necessary.
As a supplementary point, various specialized evaluations are carried out based on the feasibility study (including safety pre-evaluations).
