In the past two years, the development of hydrogen energy and fuel cell industries in our country has been booming. The **work report for 2019 explicitly called for the promotion of the construction of facilities for charging and hydrogen refueling. Various regions have **successively released plans for related industries, and substantial capital has flowed into this sector, leading to a wave of investment in the hydrogen industry. The hydrogen industry in China is now facing unprecedented development opportunities.** However, the hydrogen energy and fuel cell industry chain is complex, the technical barriers are high, and the standards are not well-established; as a result, there are many challenges in bringing this industry into practical use, which introduces uncertainty regarding local efforts to develop the hydrogen energy and fuel cell industry. In order to help local authorities think rationally, plan scientifically, and promote the development of the hydrogen energy and fuel cell industries in an orderly manner, CCID Consulting has analyzed the current status of these industries. It has examined the situation of the hydrogen energy industry as well as the available resources in China’s major cities, and by taking into account factors such as industrial infrastructure, various stages of the industry, key elements involved, and potential markets, it has developed a comprehensive evaluation system that is systematic, scientific, and practical. This system was used to assess the major cities across the country (excluding county-level cities), resulting in the creation of a list of the 100 cities with the greatest potential for development in the hydrogen energy industry. It aims to help local authorities make scientific and rational decisions by understanding the characteristics of urban industrial development and analyzing the development potential of the hydrogen energy industry, thereby facilitating the healthy and orderly growth of China’s hydrogen energy sector. According to the \"Top 100 Cities with Potential for Hydrogen Energy Industry Development,\" we find that the regional development of the hydrogen energy industry exhibits the following characteristics. Distribution pattern – more in the east and less in the west, with a stepped distribution from the coast toward the interior. In terms of the regional distribution among the top 100 cities, they are mainly concentrated in the southeastern coastal areas, with fewer found in the western and northeastern regions; the distribution shows a stepwise pattern as one moves from the coast toward the interior. The southeastern coastal regions excel in terms of hydrogen energy resources, technology, and talent. The development of the hydrogen energy industry started there early on, and its growth rate has been fast in the past two years. More than half of the top 100 cities are located in the five coastal provinces of Shandong, Jiangsu, Zhejiang, Fujian, and Guangdong. Among the top 30 cities, Shandong, Guangdong, and Jiangsu each account for 4 cities. Urban characteristics – strong provinces and cities, with a large proportion of economically developed provinces and cities. From the perspective of the distribution of cities, the top 100 cities are mostly those with strong economic development. The development of hydrogen energy requires substantial funding; the investment in hydrogen energy towns under construction in places such as Taizhou, Rugao, and Wuhan’s economic development zones already exceeds 10 billion yuan each. The three provinces with 10 or more cities on the list of top 100 cities are Jiangsu, Shandong, and Zhejiang; all of these provinces had a GDP of over 5 trillion yuan in 2018. The top 10 cities on the list of the top 100 all have a GDP of over 750 billion yuan, with seven of them having a GDP exceeding one trillion yuan. Industrial characteristics – Planning comes first; the hydrogen industry is already taking shape in some provinces and cities. Looking at the development characteristics of the top 100 cities in terms of their potential for hydrogen energy industry development, most of these provinces and cities have already issued plans for the development of related industries. The hydrogen energy industry chain is long and involves numerous industrial segments; therefore, **coordinated planning is necessary, taking advantage of one’s own strengths to drive the development of this industry through various stages. The top ten cities, including Wuhan, Shanghai, Suzhou, Beijing, Foshan, and others, have elevated the development of hydrogen energy to the level of an industrial strategic priority. They have introduced various measures to support the growth of hydrogen fuel cell vehicles, and by taking early action, they have already achieved initial stages of industrial development; the framework of related industrial chains is now taking shape. Based on the above characteristics, we propose several development suggestions. First, take the lead in making strategic moves to pursue differentiated development. Identify the local advantages, and by leveraging the region’s resources, industrial chains, industrial foundation, and talent pool, determine the key areas within the hydrogen energy industry where efforts should be focused in order to achieve high-quality development of this industry. In regions rich in new energy resources, priority should be given to the development of hydrogen production, storage and transportation, as well as distributed applications; in areas with advantages in traditional chemical manufacturing, industrial waste hydrogen should be utilized effectively, and hydrogen energy should be used for power generation in a combined manner; in regions with strengths in traditional manufacturing, they can shift to new manufacturing fields such as fuel cells and hydrogen fuel cell vehicles. Second, ensure overall coordination and carry out sound top-level planning. Develop a comprehensive strategic plan to clarify the direction for industrial development in the region, facilitate the integration of the hydrogen energy industry with existing competitive industries, and achieve coordinated industrial growth. Formulate detailed policies and action plans to support the industry, including fostering high-tech developments, assisting key enterprises, cultivating new markets, and attracting essential talent, in order to promote sustainable industrial progress. Local authorities **should take the lead in establishing R&D centers to foster collaboration among industry, academia, and research institutions. They should also promote the integration of hydrogen energy with other new energy sources such as photovoltaic and wind power, in order to improve the efficiency of new energy generation. Additionally, efforts should be made to promote the use of energy storage solutions on the user side for hydrogen energy, thereby helping to alleviate power supply issues for key industries during periods of high electricity demand. Third, rely on scientific evidence to improve industry regulation. While promoting the development of the hydrogen energy industry, it is necessary to avoid excessive local investment and strengthen oversight of industry capacity. Encourage cooperation among relevant enterprises to avoid fierce competition. It is recommended that local authorities **establish systems for tracking investment and production capacity in order to prevent excessive investment; form industry associations to regulate market practices; and set up testing platforms along with relevant standards.**
